Dear PWOPS Applicants, please be aware there is a three (3) year moratorium on all open cuts on the following streets and limits, which have recently been resurfaced under the Department of Transportation. Emergency repairs, service connections and disconnections in the event of eminent danger to public safety, health, and wellness, will be the only exceptions. Welcome to PWOPS Atlanta!

The Department of Transportation On-Line Permits System  To support the city’s rapidly expanding effort to embrace current technology, the Department of Public Works is streamlining the permitting process with the launch of our new online application software PWOPS Atlanta.  In addition to streamlining the permitting process within the City of Atlanta, the Department of Public Works will also be responsible for the following:
  • Issuing permits to Franchise Companies and Qualified Contractors on property in the City of Atlanta
  • Facilitating communication between Franchise Companies and Qualified Contractors and city agencies
  • Minimizing potential inconveniences to residents and local businesses affected by work performed in the City’s Right of Way. 
Though the Department of Transportation keeps records of permitted work issued in Atlanta, a permit is required for certain activities. A Right of Way permit is NOT required for maintenance work.  Maintenance work is classified as work performed in the City’s Right of Way, for durations of 4 hours or less, and involves digging/breaking of the ground. Before you get started, please download and review the Getting Started document to your right. You will find the necessary guidelines and helpful information for working in the City of Atlanta. All supplementary forms you will need to proceed can be found to your right as well.

Please be advised Franchise Permit operation are Monday to Friday, 8:15 am to 5:00 pm, except for weekends and holidays. NOTE: permits will not be processed on weekends or holidays. Applications requesting start or finish times before 8:15 am, and or after 5:00 pm are subject to be declined. Except for Emergency permit requests. 

Please be advised. Any issued Franchise Permit will be subjected to cancellation if it is determined by COA’s permitting officials that start work activities was not initiated 2 weeks after the permit issued date.
